The main page does not validate and neither do the links to different pages.
There are almost 100 errors on the main page and other pages.
I would give the design a rating of 5. Although this website is for researching purposes, they could spice it up a little.
For usability, I would rate a 7. They do provide links to other websites to help out on that certain topic.
It definitely does.
